Pakistan has nearly two million freelancers earning dollars on Fiverr, Upwork, Toptal, and direct client work. The State Bank of Pakistan now recognises this category formally. The Federal Board of Revenue does too. The honest path, and the path Polymath teaches, is that if you earn from freelance work you register with FBR, get an NTN, file a return every year, and pay the small tax that is due. The dishonest path is to pretend the dollars never came. The first works for thirty years. The second collapses the moment a bank, an immigration officer, or a lender asks for proof of income.

Step one is the NTN, the National Tax Number. You get one in twenty minutes online. Open iris.fbr.gov.pk in a browser. Click Registration for Unregistered Person. Enter your CNIC, mobile, and email. The portal sends two OTPs, one to your phone and one to your email. After verification, fill the basic profile: address, source of income (select Business and add Services as the sub category, since freelancing is a service), and bank account details. Submit. Your NTN is issued the same day, and it is the same as your CNIC number with no dashes.

Step two is the Proceeds Realisation Certificate, or PRC. Every time a foreign client pays you through your Pakistani bank, you can ask the bank to issue a PRC for that transaction. The PRC is the official record that says yes, this dollar came from abroad, and was converted to rupees at this rate on this date. PSEB and FBR ask for PRCs to qualify for the IT export concessional rate. Banks like Meezan, HBL, and UBL issue PRCs free if you ask; some private banks charge two hundred rupees per certificate. Collect them every month, do not wait until tax filing season.

Step three is the annual return. The fiscal year in Pakistan runs from 1 July to 30 June. The salaried filing deadline is usually 30 September of the year that ends. Open iris.fbr.gov.pk again. The return form looks long. Fill the four sections that apply: personal information, income (declare your gross freelance earnings under Business Income, attach PRCs as evidence), tax already paid (the bank may have deducted the 0.25 percent at source), and assets (list your bank balances, your phone, your bike, anything above 100,000 rupees value). Submit. You become an Active Taxpayer. Filer status is publicly visible on FBR's Active Taxpayer List.

Provincial sales tax on services. If you bill more than the threshold, currently around 3,000,000 rupees a year in most provinces, the relevant Provincial Revenue Authority wants you registered too. In Punjab it is the PRA, in Sindh SRB, in KP KPRA, in Balochistan BRA. They tax services at 13 to 16 percent. Most freelancers under three million rupees a year are below the threshold and only deal with FBR. Once you cross it, you must register and charge clients explicitly for the tax. This is when accountants stop being optional.
