There is more than one way to understand this. If you have only been taught one, you have been taught less than you deserve.

Many parents in Pakistan think a fast reader is a good reader. The morning assembly child who fires through a paragraph in thirty seconds gets the praise. This is wrong. Fluent reading is not fast reading. Fluent reading is reading at the speed of normal speech, with pauses where the writer put them, and with the right feeling on the right line.

Think of the fastest news reader you have heard on Geo or ARY. They are fast, but listen carefully and you will notice they pause at every comma, drop their voice at every full stop, and lift it at every question mark. The speed is a side effect. The real skill is the rhythm.

Three things fluent readers do that fast readers do not. First, they breathe at punctuation. Second, they group words into small clusters of two or three, not one word at a time. Third, they let their voice go up or down with the meaning, not with the page edge.

Fluency in Urdu has one extra layer that English does not. Urdu has formal forms and friendly forms in the same sentence: آپ versus تم versus تو. A fluent Urdu reader senses which one the writer chose and softens or sharpens the voice to match. This sense develops only by listening to fluent adults around you, then trying it yourself.

Today's habit. Pick any short paragraph. Read it three times in a row out loud. First time, find the meaning. Second time, find the breaths. Third time, add the feeling. Three reads of one paragraph beats one read of three paragraphs. This is the slowest fast lesson you will ever take.
