ع is silent in Urdu pronunciation. It carries the vowel that follows or precedes it but adds no consonant sound of its own. Native Arabic speakers pronounce it as a voiced pharyngeal fricative (a deep throat sound); Urdu speakers do not. Children may ask why a letter is silent. Honest answer: the script borrowed from Arabic, the pronunciation adapted to local speech. ع is the most position-variant letter; it looks quite different in initial, medial, final, and isolated forms. Asking why a letter is silent is a real question. Praise the asking, even if you do not have the perfect answer.
