Three ways to see it

  1. FACTS spells out what the regulator expects. Fair: AI must not produce unfairly discriminatory outcomes against protected classes. Accurate: AI must produce outputs that are valid for their intended purpose. Compliant: AI use must respect existing insurance law including unfair trade practices, consumer protection, and rate regulation. Transparent: regulators and (in appropriate detail) consumers must be able to understand what was decided and why. Secure: AI systems must be protected from data breach and adversarial attack. Each letter has operational tests behind it.

  2. Way one to use FACTS in a Pakistani insurer: as a documentation index. For each AI use case, the company must maintain documentation under each of the five letters. Fair: bias tests across protected classes. Accurate: validation metrics and refresh cadence. Compliant: a memo identifying each piece of insurance law touched. Transparent: a customer-facing explanation template and a regulator-facing technical brief. Secure: information security review and incident history. SECP, when it eventually adopts something similar, will start by asking for exactly this filing.

  3. Way two: as a board reporting template. A board insurance committee that sees a single page per material AI use case organised by FACTS gets more useful oversight than one that reads 30-page technical reports. The discipline of one column per letter, one paragraph per use case, forces summarisation. The board can act; long reports they cannot.
