   A working sovereignty checklist has five rows. Data residency: contractual guarantee that data at rest sits in Pakistan or an explicitly approved jurisdiction. Model residency: where the model weights and fine-tuned variants are hosted, and who else can reach them. Hosting: which cloud or data centre, with primary and secondary regions. Fallback: documented manual or alternative process if the system fails. Exit clause: time-bound, priced exit with data and model export in usable formats. Each row, in writing, with named obligations.

   Way one to operationalise data residency: write the storage region as a clause, not as a configuration choice. 'All citizen data shall be stored in the AWS me-central-1 region and may not be replicated outside it without prior written consent of the contracting authority.' Add a corresponding audit right. Pakistani PDPA, once passed, will likely require this; pre-empt it.

   Way two: model residency and fine-tuning rights. Even if data sits in Pakistan, if the fine-tuned model is hosted in California, the model is effectively American. Insist that any fine-tunes derived from Pakistani data are hosted on Pakistani soil or in jurisdictions you can name, with weights exportable on exit. For foundation models you cannot host (frontier GPAI), insist on a documented inference proxy in-country.
