Three ways to see it
A working two-page PVARA memo has seven sections. Product description: what Sahara Pay does, in two sentences. License category: which PVARA tier is being applied for and why. Customer protection: KYC, complaints, segregation of customer funds, deposit insurance arrangement if any. AML and CFT: travel rule integration, FMU reporting, sanctions screening, transaction monitoring. Custody: where customer keys sit, who can sign, how cold storage works, insurance. Tax: how gains and remittance flows are reported to FBR. Risk register: top five risks with severity and mitigation. Each section gets four to six lines. Signature block at the end.
Way one to do this fast: start from a real PVARA licence application template once it is published, and fill it in for Sahara Pay. If the template is not yet public, use the MiCA white-paper template from ESMA or the UAE VARA rulebook annexes as scaffolding. The aim of this lesson is not to predict PVARA's exact format; it is to build the discipline of writing for a regulator who has a hundred similar applications on the desk.
Way two: write the risk register in plain Pakistani context. 'Risk: a single key controlling the PKR stablecoin issuance contract is compromised; impact: full inflation of token supply within minutes; mitigation: three-of-five multi-signature scheme with two keys offline in separate Pakistani cities' is a usable risk entry. 'Smart contract risk' alone is not. Plain risks force plain mitigations and plain board accountability.
