   Singapore's Model AI Governance Framework was first published by the Infocomm Media Development Authority (IMDA) in 2019, updated in 2020, and a Generative AI edition appeared in 2024. It is voluntary, principles-led, and explicitly oriented to business adoption. The framework rests on two foundations: AI decision making should be explainable, transparent, and fair, and AI solutions should be human-centric. From those it derives four organisational areas: internal governance structures, level of human involvement in AI-augmented decisions, operations management, and stakeholder communication.

   Way one to read the Singaporean approach: as a translation layer. Singapore takes the high principles of UNESCO and OECD and translates them into checklists a 200-person company can actually follow. The framework's annexes contain templates for AI governance committees, RACI tables for AI decisions, sample documentation for explainability, and stakeholder communication plans. For a Pakistani enterprise that finds NIST too abstract and UNESCO too political, Singapore is the practical middle.

   Way two: as AI Verify. In 2022 IMDA released AI Verify, an open-source testing toolkit that lets developers and auditors run technical tests and process checks on AI systems. AI Verify can probe robustness, fairness, explainability, and other attributes against the Model Framework's principles, producing a report. It is the rare AI governance asset that is both free and engineering-grade. Pakistani regulators looking for a testing toolkit to mandate could adopt or wrap AI Verify rather than building from scratch.
