Which regulators we report to, which frameworks we voluntarily align with. Section six: incident response and review. How problems are reported, who decides, when the charter is revised.

   Way one to draft: borrow the scaffolding from UNESCO. UNESCO's eleven principles map almost one to one to charter section two. Borrow the wording, then add a Pakistani gloss in section one and three. The Recommendation is open and citable. Standing on its shoulders is not plagiarism; it is wise design.

   Way two: borrow the operational shape from NIST. NIST's Govern function lays out exactly the topics section three and four of your charter must cover. Sequence them in that order: policy, accountability, awareness, third party, monitoring. This becomes the natural flow of section four. Reviewers familiar with NIST will find it readable immediately.
